The favorable physical factors of the Georges Bank area lead to a high level of phytoplankton productivity and to the development of a large animal population: the species range from phytoplankton to birds and mammals. In January 1980, the Department of the Interior offered certain tracts in Georges Bank for sale to oil companies. The federal government has responded to Fishery Conservation Management Act concerns about oil production on Georges Bank by establishing a regulatory framework that involves a number of federal agencies.
