ABSTRACT

The Federal Republic of Germany welcomes the fact that the United Nations by convening the special session of the General Assembly are making the world more deeply aware of the dangers of the arms race. The prohibition of the use or threat of force embodied in the Charter of the United Nations must therefore apply to all weapons, both nuclear and conventional. With the invention of nuclear weapons, mankind has entered a new age. It is fundamentally different from all previous ages. The revolution in military strategy brought about by the nuclear weapons has created new conditions for war and peace. Several important results have been achieved—with regard to the political nuclear test ban, the nonproliferation of nuclear weapons, and the limitation of strategic nuclear weapons. The greater the calculability of the political and military conduct of those involved, the less the danger of acute crises.
