The possibility that an insistent world public opinion would turn humans away from genocide is based on our built-in wishes to respect and advance life. After the Holocaust of the Jewish people in Europe and the explosion of the atomic bomb on Hiroshima and Nagasaki began to be assimilated, there have been some indications of a growing concern about genocide. The major function of a Genocide Early Warning System is to report ongoing events of genocide anywhere on the globe. The Genocide Early Warning System also gathers, evaluates, and reports informations on human rights violations that fall short of actual genocide, as well as on trends toward possible new genocides. Social psychologist Herbert Kelman emphasizes the importance of studying the conditions under which genocide occurs. The ultimate test of human rights comes when a societal process moves tragically closer to a policy of genocide toward a target group.
