ABSTRACT

The origin of the Andean Group was a meeting in Bogota, Columbia, in August 1966 among the presidents of Chile, Colombia, and Venezuela, and the personal representatives of the presidents of Bolivia and Peru. The primary motivations for the creation of Andean Common Market (ANCOM) were to enable the Andean states to compete on a more equal basis with the Latin American Free Trade Association "big three" (Argentina, Brazil, and Mexico) and to accelerate the process of economic integration among the member-states. The case for ANCOM's success potential early in its development was convincing. Integration in Association of South East Asian Nations has been continuous and positive, particularly since 1976. Although one might be tempted to argue that spillover has occurred, perhaps the appropriate actor strategy has been and continues to be encapsulation. The decisionmaking process in ANCOM involves only the Commission and the Junta.
