ABSTRACT

Familiarity with dairying was a positive feature of the environment. An analysis of the environment made it clear to National Dairy Development Board (NDDB) that it must formulate a strategy to effectively cope with the uncertainties. The strategy of Operation Flood was firmly rooted in the objectives of NDDB and well adapted to the Indian environment. The strategic guidelines for organising public health services in post-Liberation China were evolved by the Communist Party and its leadership. The strategic concept of functional and vertical integration is reflected in social development programs too. The foregoing analysis demonstrates the importance of strategic interventions in the management of development programs. Kenya Tea Development Agency’s concept of service was an adaptation to the unique environmental setting of Kenya. The willingness to vary the family planning methods was an adaptation to the diversity in the environment and the stocking policy was a response to the prevailing uncertainty.
