ABSTRACT

This chapter addresses the need for a systematic evaluation of impact management measures which might be employed in connection with the development of a nuclear waste repository. It examines mitigation measures implemented at a variety of large-scale projects across the nation in an attempt to identify the elements that should be included in a mitigation effort for a nuclear repository. The chapter deals with case studies of individual projects where impact mitigation plans had to deal with such problems as siting conflicts, the tax-exempt status of facilities, and plant closures. One of the major special impacts that a nuclear waste repository may create is a feeling of fear and anxiety in the local community regarding possible accidents and long-term health effects. In 1974, the Central Maine Power Company announced Sears Island in Penobscot Bay as the preferred site for its nuclear power plant.
