ABSTRACT

This chapter addresses impact management from a systems perspective. It examines the pragmatic rationales for an impact management program for large-scale projects such as a nuclear waste repository. The chapter discusses the interrelated nature of impact events that clarify the need for an integrated systems-oriented socioeconomic impact management framework. It presents the key components of such a management system. The chapter explores the implementation of an impact management program within a systems context, with emphasis on the relationship between impact management activities and project development phases. An overall impact management system can be seen as requiring the measurement and management of system inputs, system interrelationships, and system outputs. Implementing a successful impact management system for a sensitive facility, such as a nuclear repository, can be a very complex undertaking. Management of socioeconomic impacts and related community acceptance risks should be a major concern in predevelopment planning.
