ABSTRACT

Community development and the community development process are well established aspects of the social science literature and of the applied social sciences. The similarity of community development processes and issues to the policy and management issues faced in siting nuclear waste repositories are evident. This chapter describes basic approaches and steps in the community development process that may be applicable to repository siting. It outlines several alternative specific approaches for community development in repository siting areas. The chapter shows that both the general and specific relevance of community development to nuclear repository siting. The nuclear waste isolation siting decision-making process is discussed in numerous publications prepared for or by US Department of Energy (DOE). The general objective of the auctioning process is to create a partnership between DOE, the implementing agency, and the local community. The chapter explains the importance and feasibility of a carefully designed, professionally administered, community development program in nuclear repository siting.
