ABSTRACT

This chapter presents a model for growth management strategy. The policy alternatives will be those which are generally available to local governments, with only very brief mention of the policy alternatives for state or federal governments to alleviate adverse impacts at the local level. However, it is important to recognize the extremely important role of state and federal governments in boomtown growth management. The planning and regulatory options available to a community are determined by state statute. Risk refers to the extent to which the use of the policy can result in unintended, undesirable, and irreversible effects. A community that has an administrative staff that is familiar with landuse planning and zoning laws will be much better able to develop and administer new planning and regulatory programs. Zoning is probably the most well-known form of land-use control, although new variations on the zoning theme are continually emerging.
