ABSTRACT
American political institutions used to favor the entrepreneurial activities so essential for technological progress. In our country the technological forces and the political forces often run counter to and cancel each other out. The Commandment is a lot easier for technical people to accept than politicians. Politicians favor high sounding goals with several possible interpretations, especially around election time. Problems of political significance are likely to require more than one response. The political process is not the only thing which troubles those who work in technology. Strategic studies can provide a coordinate plan of attack and reveal the importance of one action on another. An essential element to the development of a strategy is a strategic study. A good strategic study will examine the probable consequences of various decisions and consider what should be done to achieve good outcomes.
