ABSTRACT

On April 20, 1977, the President addressed a joint session of Congress and presented the outline of a "National Energy Plan" containing proposed legislation and other initiatives aimed at solving the nation's energy crisis. In recognition of the extensive work that the General Accounting Office (GAO) had done and was doing in the energy area, the chairman of the Subcommittee on Energy and Power, House Committee on Interstate and Foreign Commerce requested that the GAO evaluate the President's energy plan. Midway through the effort, a request was received from the House Government Operations Committee for the GAO's comments on the portions of H.R. 6831 dealing with national energy goals and a proposed federal van-pooling program. Because of the widespread interest in the plan, the director of the Energy and Minerals Division determined that the GAO would issue an interim-type report on the plan that would comment on the national energy goals and the van-pooling proposal.
