ABSTRACT

The North-Western Community Action Program and the South Dakota State Health Department were awarded the grants. The two former committee members were also questioned concerning the review of South Dakota's grant applications. The General Accounting Office (GAO) discovered that the applications were initially rejected because they had been based on regional instead of state-wide programs. The Human Resources Division of the GAO examined the propriety and objectivity of the awards by evaluating the regulations and procedures followed by region VIII. The GAO concluded that the processes leading to the Wyoming and South Dakota grant decisions were not well administered by region VIII family-planning officials. Based on the limited data available and on the general manner in which the review process was conducted, the GAO concluded that region VIII review procedures were not adequate to insure that grantees were objectively and fairly selected from among competing applicants.
