ABSTRACT
In the modern industrial world with its complicated interdependence, intricate division of labor, and growth of specialized and arcane sciences, the powers in the hands of scientists seem ever more awesome. Phrases such as recombinant DNA, nuclear fission and fusion, have become not only symbolhe completion of field workhe completion of field workhe completion of field works of progress and hope, but of public anxiety, which has been translated into restrictive legislation. In the modern US, the association, with its ethical code, has become characteristic of many professions, and in some cases has acquired legal recognition. Federally established regulatory commissions can be viewed as compromise efforts in the struggle to institute a higher level of conduct in a specific area of social activity, such as commerce or drugs. Each commission has been instituted amid waves of popular discontent with the establishment, and has generated waves of criticism from those affected.
