ABSTRACT

The Singapore office began its design consulting engineering operations with a British aid project to design improvement for a ship repair yard. Singapore depends on its strategic geographical position as a trade and transshipment center for Southeast Asia. The engineers, architects, surveyors, and contractors were being encouraged by the government to “spread their wings” outside of Singapore for commissions. In Singapore, the conventional working method was for a client to first contract for a project design with a design engineering consulting firm such as CMP. In 1975, the government of Singapore called for the construction of the 5.6 kilometer East Coast Parkway project under a package deal system. CMP was invited by a local contracting group to participate in a consortium together with a large Japanese contractor from Tokyo. CMP and its overseas associates began to tackle the detail designs in both Singapore and London, while the Japanese contractor had its own design team working in Tokyo.
