ABSTRACT
One of the most pessimistic scholars at the conference was John H. Herz, professor emeritus of international relations at City College and the City University of New York. His fears for the future, he pointed out, arise from the contradiction between the need for a universal approach and the fact that nuclear technology puts catastrophic destructive power in the hands of individual nations pursuing narrow views of their national interests.
