S. Heginbotham goes on to describe how each of the forms of control has been used at different times in Indian history. The colonial administration was built on feedback and required a constant stream of reports. These reports were then used to control peoples’ behavior by serving as a means to evaluate what they were doing. The use of incentives and structures to encourage people to serve the interests of the organization can easily become dysfunctional. The impact of environment may be so pervasive that it is no longer considered a variable but a given. A major influence on both behavior and attitudes is the role a person plays within an organization. A secretary who becomes an administrative assistant carries out procedures with which he or she previously felt very uncomfortable.
