ABSTRACT

Chapter 2 addresses ethics, accountability and governance via an analysis of the context in which public institutions (more specifically state-owned enterprises) operate in Tanzania. Premised on the theoretical definitions of ethics and accountability as well as their respective implications for corporate governance, public sector governance in the context of Tanzania is discussed to reveal the big picture from the perspective of public service ethics, expectations and realities. Invoking the Seven Principles of Public Life, the chapter strives to lay the foundation for addressing the following questions: How do ethics, accountability and governance influence public service delivery in public corporation entities in Tanzania? What do the top ethical issues that confront public entities in Tanzania revolve around? The latter question brings the issue of ethics from the national level down to the organizational level, and thus the need to address it as such.
