ABSTRACT

Chapter 4 discusses the evolution of public corporations through the phases in which Tanzania’s development strategies traversed. Corporate evolution and governance-related challenges faced by SOEs are viewed, beginning with the early post-independence mixed economy (1961–66) days, through state-sector domination (1967–85) and the reform period (1986–95) to the current period. The dominant role of public corporations across the different sectors of the economy necessitates going through the governance system, resource management and managerial capabilities as elements for a national framework for good governance. The inadequacies in legal frameworks, enforcement and performance as well as twisted accountability leading to resource waste are discussed prior to addressing the present corporate setting, under which industrialization occupies an elevated role in economic transformation endeavours. Premised on the existing laws and regulations as well as their enforcement, the chapter looks at the impact on public service delivery and consequent production from the different policies adopted over time.
