ABSTRACT

The International Conference on the Great Lakes Region (ICGLR) was established in Deceember 2006 with an aim to transform Africa’s Great Lakes region from a region of wars into a region of sustainable peace and security. Like many other regional organisations in Africa, the ICGLR is mainly funded by its member states and international donors. Despite these financial contributions, the ICGLR still faces serious financial constraints that undermine its capacity to promote sustainable peace and security. In light of this premise, the chapter explains why both ICGLR member states and international donors are failing to address the financial challenges facing this regional organisation. Before explaining these challenges, the chapter discusses the context and preparatory work which led to the establishment of the ICGLR, in particular its budgeting model and its security architecture.
