The Select Committee divided the interest of Ministers into two spheres: the oversight of the Boards’ efficiency and a more direct concern, so it imagined, with the social aspects of the nationalized industries’ behaviour. if there were to be a division of labour, the most natural one might seem to be between commercial and social policies, the first being the primary interest of the Board, ‘overseen’ by the Minister, and the second being the primary interest of the Minister. A Minister should be more of an expert on social policy, partly because he is a politician with an ear to the ground, partly because he is a member of a Government whose business it is to decide the things. One has to remember that even the social policies are few for which people tend to think of the Boards as the most efficient instruments.
