Distrust is based on fear. As the neuroscience shows, fear triggers a threat response and lowers many of the executive brain functions. When there is a lack of trust in a relationship or organizations people are concerned with protecting themselves from personal attack or losing face. Their primary focus isn’t on organizational goals, and they have less awareness available to notice potential safety hazards in the environment.
