ABSTRACT

The President appoints the Chairman of the Government, but the cabinet must be approved by the legislature. Supreme legislative power is vested in a bicameral Federal Assembly, comprising a directly elected State Duma and an appointed Federation Council. The State Council is a consultative body, established in September 2000, and intended to improve co-ordination between federal and regional government, and to strengthen federal control in the regions. The President also granted himself the authority to appoint ‘people with extensive experience of public activities’ as members of the council. The President appoints a presidium, comprising one member from each Federal Okrug, who serve for a period of approximately six months. The list below comprises the members of the presidium appointed to serve from 28 January 2019.
