ABSTRACT

As a framework agreement on the Code of Conduct is scheduled to be concluded in mid-2017, new hope arises on renewed efforts under the 2002 DOC to further regional cooperation on marine-related issues in the South China Sea. Against this backdrop, this chapter examines existing practices of fishery cooperation between China and its maritime neighbours and explores possible mechanisms for fishery cooperation in South China Sea. Cooperative fishery practices assessed include bilateral fishery management between China and Vietnam in the Beibu Wan/Gulf of Tonkin, China and South Korea in the Yellow Sea, China and Japan in the East China Sea, and a number of bilateral fishery cooperation activities between China and ASEAN countries in the post-2000 period. Useful elements are found in each case, which can be applied to establish mechanisms for fishery cooperation in the South China Sea.
