ABSTRACT

When they each took office as the chief executive of post-handover Hong Kong, Tung Chee-hwa, Donald Tsang, Leung Chun-ying and Carrie Lam had, respectively, promised to forge their jurisdiction as a sporting mega-event centre. Nevertheless, while Tung and Tsang were – and Lam is presently – keen to carry out their pledges, Leung was reluctant to do so. This chapter, through reviewing the political context of the city and the policy measures of the four figures and their administrations, aims to understand the reasons behind this inconsistency. It also attempts to forecast the future development of Hong Kong in hosting sporting mega-events.
