ABSTRACT

This chapter turns to the experience of São Paulo and solar water heaters as well as biogas technologies to generate electricity. In contrast to the majority of studies that stress costs, technical problems and institutional barriers including the power and influence of incumbent energy players such as fossil fuels as being the most important factors to target, alternative themes were also identified by stakeholders as playing a role in RET uptake (or a lack thereof) within this context. These included trade and competitiveness regimes, direct environmental policies, networks and awareness.
