ABSTRACT

In December 2007, delegates from more than 180 countries met in Bali, Indonesia to map out the future of the climate regime. Supporters of multilateral climate negotiations need a new agreement to take effect after the first commitment period of the Kyoto Protocol expires in 2012.1 Unless the more technical aspects of the negotiations are concluded by 2009, the rules for how to credit action on climate change may lapse in 2012 without sufficient guidance or clarity. For those committed to this process, Bali was thus a critically important summit.
