ABSTRACT

Let S be the set of voters who vote for candidate A in a presidential election in the United States, and suppose that owing to these votes, candidate A wins the Electoral College tally and becomes president. What is the smallest size that S can have? It is known that S can be of size less than 50% of the size of the electorate. In fact, George W. Bush won the 2000 election for president with only about 48% of the popular vote. Is it possible for someone to win a presidential race with only 40% of the (popular) vote? What about 30%? What about 20%? What about 1%?
