ABSTRACT

There is fairly universal acknowledgment that certainty of full compliance with applicable safety regulations is not possible with existing, or conventional, methods of compliance surveillance. There is also fairly universal acknowledgment that Internal Evaluation, with its systematic approach to safety, can significantly enhance compliance with applicable safety regulations. It is for this reason that the National Transportation Safety Board advocated that Internal Evaluation be mandated. First, Internal Evaluation does not replace existing auditing programs. So, for example, the airline continues to perform continuing analysis and systems surveillance, with monitoring and auditing, to evaluate the effectiveness and performance of preventive maintenance, maintenance, inspection and alteration. Internal Evaluation is an idea whose time has come. The choice for airlines is not in deciding to implement an Internal Evaluation Program because the concept will soon be mandated but whether to develop a program or consult an independent evaluator.
