ABSTRACT

Aviation Safety Standards have been developed since aviation started. The problem was that different people had different ideas on which safely limits should be established. The Joint Aviation Authorities (JAA) are an associated body of the European Civil Aviation Conference representing the civil aviation regulatory authorities of a number of European States who have agreed to co-operate in developing and implementing common safety regulatory standards and procedures. The JAA Headquarters are responsible for the process of rulemaking, harmonisation and standardisation, (using specialist staff from the national authorities), the decision-making system, the “infrastructure” and various related tasks. Harmonisation of the existing aviation safety rules and co-operation for certification of aeronautical products are the answers to the request for a globally accepted safety standard. Another element to ensure keeping a high aviation safety standard and to meet national requirements is the national certification of imported aeronautical products.
