ABSTRACT

Program managers are faced with unique challenges relating to team dynamics and development. In many organizations teams can be assigned on a temporary basis (functional) or a full-time basis (projectized). Teams that are assigned on a part-time basis still have other responsibilities and are not 100 percent focused on the outcome of the program. THese team members will have trouble focusing on the tasks assigned and will often be called on to perform tasks outside of the effort, leaving the tasks in limbo. To manage these individuals effectively, backup strategies and open communication are necessary to ensure that when they are tasked with efforts outside of the program, they can easily communicate their conflict and other team members can step up to complete unfinished tasks.
