ABSTRACT

This chapter will discuss the issues and dilemmas in population policies and the relevance to program managers.

Overlay: The United States and the world will have significant increases in population between now and 2050, at which time it appears the world will start to stabilize at around 10 billion persons. Most of the countries of the world, outside the United States and perhaps Canada, will be struggling with either too many or too few people or a mismatch of workers and seniors, although how this may play out overall is indeterminate. It is important for planners to anticipate serious strains between countries and regions simply due to population growth without comparable economic growthclimate change simply exacerbates the situation.
