ABSTRACT

Qualified manpower is an essential resource for a nuclear power programme, as indeed for any programme, and may represent a bottle-neck as significant as limited resources of money and time. In a way, the limitation it presents is more sophisticated, since the quality of the manpower is as important as the quantity. A nuclear programme in particular may make special demands upon its workforce to achieve the necessary standards of safety and reliability. By ‘qualified’ is meant, trained and experienced for the level of tasks involved.
