ABSTRACT
The recent history of water-resource development in the Senegal River Basin is chronicled here because it illustrates one of the most tragic examples of narrow-minded planning in Africa. Some of the worst aspects of the development were championed by the World Bank, despite their new directives to protect health and the environment in water-resource projects.
