ABSTRACT

Public health i s " the combination of sciences, skill s , and beli efs that is directed to the maintenance and improvement of the health of aU people through collective or social actions. The programs, services, and institutions involved emphasize the pre­ vention of disease and the health needs of the population as a whole. Public health activities change with changing technology and social values, bur the remain the same : to reduce the amount of disease, premature deaths, and disease-produced dis­ comfort and disability in the population" [2] . Health is viewed as a fundamental human right; it i s a state of complete physical , menta l , and social well -being and not merely the absence of disease or infirmity [3 J .
