Drawing together information from both published literature and personal expenence across a wide field of Human Relations Management Total Quality Management. Project Management and Continuous Improvement it was noted that some 75% of CI installations were failures. It was observed that the best chance of success came from having four distinct dimensions biased towards CI in an organisation:

The Philosophy level is the most abstract, but it determines the commitment of top managers to the key principles behind CI. It requires a genuine change in attitude from that normal within UK management. The movement from relying solely on technology driven large innovations accompanied by maintaining the new standards to also embracing the creeping small but continuous improvement concept is often difficult for “men of action” managers.
