ABSTRACT

INTRODUCTION Terrorism impacts on our daily lives and all citizens have a responsibility, in whatever way we can, to minimise that impact. However, with the influence of European law-and especially with the legal requirements of the Health and Safety at Work Regulations 1992 (Section 7: Procedures for serious and imminent danger)—an owner/occupier has an explicit responsibility for the safety of staff and visitors. In the event of a potential terrorist threat to or at an establishment, it is the owner/occupier or his representative who has the responsibility for making decisions regarding safety, not the police. The police will offer advice but they will not take responsibility. By incorporating certain measures into the design the owner/occupier is not only able more easily to fulfill his responsibilities regarding safety but also to reduce the potential for injury and death.
