ABSTRACT

The connotations of land consolidation differ from country to country given the diversity in resources status and level of socioeconomic development. In those countries or regions, such as Germany, France, Russia, and Canada, which employed the term "land consolidation", it was defined as the process of adjusting land utilization structure and relations to attain the objectives of land planning. Taiwan termed it "land replanning", since one of the primary goals of its land consolidation activities was to arrange the land records as well as land division and consolidation, which emphasized land ownership adjustment. There are still other expressions such as "land reconditioning" in Japan and "land adjusting" in South Korea.
