ABSTRACT
Emergency planning for natural or technological disasters is at present based on the ORSEC plans for each of the French geographical departments and the technical annexes to those plans. The emergency plans make it possible to mobilise and commit resources on a large scale, generally throughout an entire department when local emergency arrangements prove inadequate.
