ABSTRACT
The Communications Act of 1934 was based on a regulatory regime that was developed in an era in which there was virtually no competition for interstate or international communications services. Although simi lar regimes adopted by the states for intrastate communications earlier in the century have been substantially rewritten in the last 10-15 years, the basic structure of the federal statute still stands.
