ABSTRACT
The discussion was limited to the technology requirements to develop measurement devices required for Civil Engineering applications; not the requirements to process, collect, store, and present the resulting data from the measurement devices. Excluded were measurement systems which did not exist because of the limitation of funds, not the lack of technology. Also, the need for one measurement device to measure all the desired data was not consid ered if two or more existing measurement devices could measure the required parameters.
