ABSTRACT
Having defined the objectives, the next step in designing a monitoring programme is to specify the variables to be monitored. As outlined in Chapter 3, this selection is dependent entirely on the objectives of monitoring. Without clearly thought-out objectives based on the best available conceptual model of the system to be monitored, there are likely to be major omissions or flaws in any specification of monitoring variables.
