Institutional and Regulatory Context of Solid Waste Management in Ghana

This chapter reviews the contextual issues of institutional (actors and roles)

and regulatory arrangements for solid waste collection in Ghana. The fate

of thriving private sector involvement (PSI) in service provision is shaped

by the state and local relationships (Post et al., 2003). The role of the pri-

vate sector and its impact on total service coverage and environmental

cleanliness, depends on how formal rules and enabling environment (poli-

cies, legal and regulation) are created and maintained by the local and cen-

tral governments, to provide the needed incentives for more investment,

improved service quality, and regular price adjustment (OECD, 2000).
