ABSTRACT

The dissemination and use of modern information and communication technologies (ICT) are considered to be the preconditions today for dynamic economic growth and future viability in global competition. At the same

time, the processes of change triggered, enabled and accelerated by ICT are enormous. The new technologies have an ever-expanding ripple effect on the economy, public administration, science, scholarship and private life. They exert infl uence on social and private life. The development of mobile telephony and Internet technology during the past decade exemplifi es the transformative potential of ICT.
