As resources are limited, they have to be managed throughout the entire migration period by optimizing and balancing the trade-off of cost, time, and churn.

The migration plan provides this central function within the PSTN migration project while integrating all cross-functional activities and ensuring an aligned and harmonized planning process. It  takes into account all possible influences which may impact the PSTN migration during the planning as well as the execution phase. During the planning phase, the migration plan ensures that all data required for an integrated approach is developed and delivered as an input into the migration plan, whereas during the execution phase the migration plan allows for quick visualization of effects from external factors, for example, resource bottlenecks (personnel as well as financial resources), thus facilitating project steering and management decisions on the force and duration of the IP migration period.
