ABSTRACT
INTRODUCTION In general, regulatory permits provide authority to enter into construction of a facility whereas regulatory licenses provide authority to enter into operations of the facility. Sometimes, other approvals are required which are neither permits nor licenses per se, but which nevertheless constitute prerequisites to construction or operations.
