Software engineering (SE) software projects shall comply with a set of Software Configuration Management (SCM) Policies, which are established, maintained, and used to achieve quality in all phases of the software life cycle. Justified and necessary departures from these policies may be authorized in response to a written request. A permanent board shall be established to control and maintain the SE SCM Policies.
