If you were asked to design a world timekeeping system, how would you set about it? Perhaps your first thought would be to construct the world’s best atomic clock-no expense spared-and set it up at BIPM, the keeper of the world’s standards of measurement. It would tick away for eternity, distributing SI seconds to the whole world. Anyone who wanted to set their own clock to world time would simply tune in to the pulses from Paris.
