INTRODUCTION

Parents from every nation need assistance with caring for their preschool-age children. In situations where both parents work, the need is especially great. Approximately 13 million children in the United States under the age of 6 are in some form of nonparental care for at least some of the day (CPSC, 1999). This includes nearly 3.7 million children who attend day-care centers, Head Start, and nursery school programs.
