- An emerging framework for unmanned aircraft systems in the national airspace system: Opportunities and challenges for first responders and emergency management

This chapter explores specialized needs, challenges, and potential public agency use of UASs for emergency response and management via presentation of the following: historical perspectives and evolution of UASs, an emerging civil UAS regulatory framework, legislative support for use of public UASs, viewing UASs as systems, nonmilitary UAS applications, successful rst responder and emergency management UAS applications, potential barriers to public sector UAS use, and concluding guidance to public agencies considering UAS acquisition and use.
