ABSTRACT

Intelligence had little to do with American assessments of Germany and Japan before December 1941. e actions of the Nazi government convinced Americans, high and low, that the United States might someday be the target, if not the victim, of its aggression. On the other hand, American racism and rationalism kept the United States from thinking that Japan would attack it.
